A network already writes a rulebook. PATH DISPUTES is the object layer for what the rulebook decides: a refund bound to a request, a contest that quotes a signed receipt, a liability that is not a support ticket.

What it waits on
Checkout lifecycle, so a refund has an order to bind to. Signed receipts, which already exist. A published rulebook on the network that will hear the case. Without those, a dispute object is theatre.
