What this club is
The protocol expects more than one network, including two that cover overlapping geography. A second club in the XOF zone is not a fork of Open Connect; it is a different rulebook, a different admission desk, and a different index.
Registration here means the club has been declared. It does not mean a directory is answering, a rulebook is in force, or an institution has been admitted. Those events are recorded when they happen, not anticipated.
Intended coverage is the UEMOA phone prefixes and company registers. Inter-network reachability, if both clubs go live, is a bilateral agreement between them — not a PATH feature.

Directory queries require a member credential. Reciprocity is enforceable.
